1. Application, Education Program, and Location

(1) Students accepted and enrolled in a master’s degree program from either department are eligible to apply for this program. There is no restriction on the number of students admitted. EPC shall assist in identifying and recommending qualified EPC students to matriculate into the Master’s Dual Degree Program based upon an average score of at least 3.5 GPA from NTNU, a required score of 80 TOEFL (Internet-based), IELTS 6.5 or Duolingo 105; an oral interview by ESCP faculty and two letters of recommendation from EPC faculty. ESCP will assist in identifying and recommending qualified ESCP students to matriculate into the Master’s Dual Degree Program based upon a 3.5 GPA from MU, an application for the Master’s Dual Degree program (including their personal statement and plan of study), and three letters of recommendation from ESCP faculty. All students must then follow the regular application procedures at the host institution.

(2) The education period at the host university shall be a minimum of two semesters.

(3) Graduates shall have completed at least half of the required credits at the home master’s degree program, and meet the graduation credit requirements of both departments. The menu of courses that will fulfill degree requirements will be listed on separate documents.

(4) For EPC students, the classes shall be conducted at the MU and its environs. For ESCP students, the classes shall be conducted at the NTNU and its environs. Periods of study at the two universities do not have to be continuous. The final term can be completed at home university. Graduates are to receive dual degrees, one from each university.

2. Educational Support and Others

(1) ESCP and EPC students will be responsible for the full cost of their education (i.e. application fees, tuition, and student fees) as well as all living costs. In addition, while EPC students are at MU, EPC students must pay MU non-resident educational tuition and NTNU computer and Student Insurance fees (to NTNU). And while ESPC students are at NTNU, ESPC students must pay the international educational tuition.

(2) For enrollment, grade evaluations, scholarships, student services, student code of conduct, advising, and similar related matters, the applicable regulations for each university shall be followed. For other matters, regulations from both universities will be followed.

(3) EPC may request MU’s ESCP, and vice versa, to provide detailed information regarding the education program for the qualified EPC students.

(4) Under the MOU, MU’s ESCP shall provide appropriate academic programs for the EPC students. The education program shall include the following:

• Twenty-four (24) credit hours in course work must be taken at MU as required in the counseling psychology Master’s degree program of study, but excluding practica and theses credits. At least 15 credits must be at the 8000 level or above (i.e., graduate level courses only).
   
• The total number of credit hours for graduation for the counseling psychology program is 30 credit hours. Up to 6 program-related graduate credit hours can be transferred to MU from NTNU for graduation;
   
• Each student must pass a final examination to demonstrate mastery of fundamental principles of the work included in this course of study through a master’s project under the direction of the student’s advisor at MU or NTNU, and approved by the MU faculty advisor.
   
• ESCP will provide scholarships to offset costs to EPC accepted into this program, the scholarship amounts may vary from year-to-year. The amount of said scholarships will be determined and communicated to NTNU point of contact person during the recruitment period on an annual basis.
   
• Each EPC student will be assigned an academic advisor and they will meet periodically to discuss academic matters and any other issues and concerns;
   
• EPC students can transfer the credits from MU according to NTNU regulations when they have taken the classes at MU.
   
• EPC students will enroll in a one to three credit applied cultural psychology course during the fall and spring semesters of their year of study at MU to enhance their understanding of the role culture in psychology as well as the cultural transitions they are experiencing in the U.S. culture as an international student.
• ＊Note: The master's dual degree program students are not eligible to apply for practicum training in MU. (Please refer to p.9 of the handbook)

(5) Under the MOU, EPC shall provide appropriate and academic programs for MU ESCP students. The program shall include the following:

• ESCP students can enroll in courses provided at the Mandarin Training Center at NTNU. Credit from such courses cannot be applied toward the master’s degree.
   
• MU ESCP students must choose the program of EPC when applying and must meet the requirement of each program of EPC. MU ESCP students can transfer up to half of the credit hours from MU to NTNU for graduation;
   
• Each student must pass a final defense to demonstrate mastery of fundamental principles of the work included in this course of study through a thesis project under the direction of the student’s advisor at NTNU or MU, and approved by the NTNU thesis committee.
   
• Each ESCP student will be assigned an academic advisor and they will meet periodically to discuss academic matters and any other issues and concerns;
   
• An academic and cultural orientation program for ESCP students offered before beginning the Master’s Dual Degree; and
   
• Opportunities to experience Taiwanese culture (e.g., formal and informal settings and arrangements, seminars, etc.)
